This Organize PDF tool opens your document as a grid of page thumbnails so you can see exactly what you are rearranging. Drag a page to move it, hold Shift to pick a whole run of pages and move them as one block, rotate anything that scanned sideways, and delete the pages you do not want. Undo and redo cover every step, so nothing is final until you click Apply changes. The new PDF is written with pdf-lib on your own device, so the file never leaves the tab.
All processing happens in your browser. Your files are never uploaded to any server.
Only the thumbnails you can see are rendered, so even a 500 page PDF opens straight away.
